  1. Monitoring Political and Campaign Finance in Asia | The Election Observer S04Ep01
    Sep 28, 2026 · original
The Asian Network for Free Elections (ANFREL) and the International Institute for Democracy and Electoral Assistance (International IDEA) launched a framework for monitoring campaign and political finance during the “Political Finance Transparency and Oversight International Roundtable” in Ulaanbaatar, Mongolia. The report “Citizen Monitoring of Political and Campaign Finance in Asia: A Framework for Action” examines how civil society organizations (CSOs) monitor political and campaign finance in India, Indonesia, Mongolia, the Philippines and Sri Lanka. The report noted that these countries impose varying degrees of contribution and spending limits and that they have statutory provisions intended to prevent misuse of state, financial and coercive resources during election campaigns. They, however, grapple with challenges in campaign finance regulation, particularly related to misuse of
  2. NAMFREL STATEMENT ON THE ENACTMENT OF REPUBLIC ACT NO. 12326: NAMFREL Opposes Postponing the 2026 Barangay and Sangguniang Kabataan Elections and Extending Officials’ Terms to Five Years
    Sep 26, 2026 · original
The National Citizens’ Movement for Free Elections (NAMFREL) expresses its disappointment and dismay over the signing by President Ferdinand Marcos Jr. of Republic Act No. 12326 on September 24, 2026 — a law that postpones the Barangay and Sangguniang Kabataan Elections (BSKE) from November 2, 2026 to the second Monday of November 2028, and fixes the term of barangay and Sangguniang Kabataan (SK) officials at five years. The law was made public only on September 25, mere days before the scheduled filing of certificates of candidacy on September 28. NAMFREL had, on two separate occasions this year — April 17 and August 5, 2026 — publicly and unequivocally called on Congress and the Executive to reject exactly this outcome. That these repeated warnings went unheeded is deeply troubling. That the law was rushed to enactment just ahead of the filing period is more troubling still. A Fresh Ma

Read the full issue here: “ Resilience Watch | Monthly Brief on Countries Under Restrictive Environments (Series 03, Issue 03) “ In Bangladesh , the political discourse was shaped primarily by disagreements over the implementation of the July National Charter and what this means for the country’s post-uprising institutional transition. The dispute over whether constitutional reforms should proceed through parliamentary amendments or through the Constitutional Reform Council envisaged in the referendum has brought questions of institutional legitimacy and political competition to the forefront. These tensions have unfolded alongside growing scrutiny of the BNP-led government’s performance, including over the country’s worsening energy crisis and the broader political environment. Meanwhile, transitional justice proceedings involving former Awami League figures, the government’s efforts to
  4. ANFREL, International IDEA launch Report on Citizen Monitoring of Political and Campaign Finance in Asia
    Sep 23, 2026 · original
EXECUTIVE SUMMARY This report examines how civil society organizations (CSOs) monitor political and campaign finance in five Asian democracies—India, Indonesia, Mongolia, the Philippines and Sri Lanka. While each country operates within its own political and regulatory context, they share common challenges in achieving transparency in political and campaign finance, including incomplete or unclear financial reporting, insufficient regulation of digital campaigning, gaps in legal frameworks, weak enforcement and limited investigative capacity on the part of electoral management bodies (EMBs). In this context, CSOs have adopted a range of strategies to address these constraints and strengthen overall transparency and accountability in campaign finance. “CSOs have adopted a range of strategies to address constraints and strengthen overall transparency and accountability in campaign finance.
  5. Mr. President, Veto the Bill Postponing the November 2026 Barangay and Sangguniang Kabataan Elections (BSKE)
    Sep 22, 2026 · original
Quezon City, September 22, 2026 — Congress has passed a bill extending the term of barangay and Sangguniang Kabataan officials from four to five years. The bill amends Republic Act No. 12232, moving the BSKE, originally scheduled for November 2, 2026 to November 2028. We call on President Marcos to veto this bill. The 1987 Constitution enshrines the right of suffrage and requires that elections be held regularly so that officials remain accountable to the electorate. Another law postponing the elections is unconstitutional and is in direct contrast with the principle of accountability. President Marcos himself has staked his administration’s credibility on accountability. Speaking on the flood control anomalies that have angered the public over the past couple of years, he said: “I cannot say that we have done enought because we are not done yet.” If that principle is to mean anything, i

  8. “Habang-buhay kami sayo’y magbabantay”: LENTE’s Statement on the Conduct of the Historic 1st BARMM Parliamentary Elections
    Sep 16, 2026 · original
September 15, 2026, Cotabato City – LENTE assesses elections beyond simply considering the number of voting centers opened, the number of ballots cast, and the percentage of the results transmitted; far from ticking these bureaucratic checkboxes, it is vital to ask whether the public has confidence in the process and, later on, the result . This confidence is measured through the voter’s perception and experience of whether elections were safe, accountable, transparent, and inclusive. LENTE’s monitoring–through its 313 trained grassroots monitors, 10 supervising lawyers, and area coordinators in 209 voting centers across all BARMM provinces– indicates that there were gaps in the following: Safety and Transparency because the measure of safe elections should go beyond the number of incidents or casualties; it should also consider the effect on the behavior of voters and stakeholders. 10. ANFREL and NDI Call on All Stakeholders to Prevent Further Violence and Safeguard the Bangsamoro Elections
    Sep 14, 2026 · original
14 September 2026. As voting is underway for the first Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Parliamentary Elections, the joint Technical Assessment Mission (TAM) of the Asian Network for Free Elections (ANFREL) and the National Democratic Institute (NDI) continues to closely monitor developments across the region through the deployment of international election observers, media and online reports, and sustained engagement with a diversity of stakeholders. The ANFREL-NDI mission is gravely concerned about the rapid and widespread escalation of violence surrounding the BARMM Parliamentary Elections, and urgently calls on all stakeholders to exercise restraint, refrain from any further acts of violence, and allow the people of the Bangsamoro to freely participate in the region’s historic first elections. In light of the developing security situation, the joint TAM further
